Joseph (Joe) Walker brings integrity of character with more than forty years of increasing experience, responsibility and success in the fields of portfolio/program management; strategic business development; proposal development/capture management; communications engineering; network design; architecture; evaluation, analysis, and testing; product management; technical marketing; and personnel/team management. Joe excels at integrating individual efforts (personnel or teams) into a symbiotic holistic unit whose sum is greater than the individual parts. His technical experience includes: extensive systems engineering; network operations (NetOps); Cyber operations and security; physical and logical network architecture design (including DoDAF) and analysis; analog and digital telecommunications; high-speed data networks; process and “value engineering”. He is an experienced manager of technical contracts ranging in size up to $900M.

Prior to joining TekSynap, Joe served over 11 years with General Dynamics Information Technology, including 7+ years as Vice President, Cyber Operations and IT Engineering Services and senior executive for GD’s Defense Solutions Division, Advanced Enterprise Solutions Sector at Fort Huachuca, AZ. Joe’s numerous programs included providing direct support to US Army Network Enterprise Technology Command (NETCOM), Defense Systems Information Agency (DISA), US Army Information Systems Engineering Command (ISEC), US Army Cyber Command (ARCYBER), 7th Signal Command (Theater), and others.

Prior to GDIT, Joe was the Lead Architect to Task Force NetOps under the Army CIO/G6, Commander NETCOM, and NETCOM Senior Technical Director for the creation of the LandWarNet NetOps Architecture (LNA) – the Army’s first ITIL-based DoDAF-compliant fully integrated Enterprise Architecture. In this capacity, he has worked with senior Army, DISA, JTF-GNO, STRATCOM, USAF, USN, USMC, OSD, and Joint Staff coordinating and synchronizing Enterprise NetOps efforts.

Joe started his Army career by enlisting in 1974; he attended Ranger, Airborne, and Sniper schools before earning a commission in 1979. On active duty, Joe served in a variety of leadership and support positions, culminating as the senior Army representative on the Tri-Services Automated Working Group. Upon leaving active duty, he began a combined USAR and civilian career in telecommunications and IT network quality assurance. Joe’s work experience has taken him to 48 states, more than 25 countries, accumulated over 5-million frequent flyer miles, and provided extensive cross-cultural international experience.

Joe brings decades of information technology/telecommunications engineering and leadership expertise to bear on finding solutions to complex problems. Joe is an alumnus of Florida Institute of Technology (Electronics Engineering), George Washington University (Program Management) and enjoys outdoor activities; especially horse-back riding, camping, and target shooting.
