Mr. Ray Caruso joined our team in November 2015 as a Vice President of Operations bringing over 35 years of proven experience successfully leading and managing large, complex organizations in both Government and Industry. Mr. Caruso currently manages a broad portfolio of Federal Civilian contracts such as the Nuclear Regulatory Commission (NRC), GLobal INfrastructure and Development Acquisition (GLINDA) BPA, National Ocean and Atmospheric Administration (NOAA), Mission Information Technology Services (NMITS) BPA, and the Department of Homeland Security (DHS), Cybersecurity and Infrastructure Security Agency (CISA), Stakeholder Engagement Division (SED) support contract. Prior to coming to TekSynap, Mr. Caruso served in a senior staff position to the CIO at the Nuclear Regulatory Commission (NRC) leading large-scale IT solutions related to IT network operations, disaster recovery planning, and data center consolidation. In the private sector, efforts included management of profit & loss business units, corporate strategic planning, leading projects and programs, and customer relationship initiatives. As Chief Operating Officer (COO) of a woman-owned small business, Ray managed a portfolio consisting of over a dozen ongoing separate contracts managing over 120 employee and subcontract personnel. Contracts ranged from a $70M effort supporting the “Army Digital Training Facilities (DTF)” to a $42M IT services support contract for the Department of Commerce (DOC). As Vice President and Executive Director of the Custom Solutions Business Unit at American Systems Corporation, Ray was responsible for profit and loss responsibility of a $25M software development organization. He led training, high-end training simulation, and custom software application development for customer’s mission essential business applications.
